Running is a risk. It's not a game mechanic. There is no reason to support runners as they are not actually PART of the game /notsigned

A. This is an easy way to easily buy/sell guilds or buy/sell gold online by bypassing using actual trade, so /notsigned because of this.
B. Personally, I have been a customer for 100s of runs and I have never seen a person scam the runner. The only time I have ever seen scams is on the runner's part. Like, "Run to Drok's 2k, pay half at Dreadnaughts", so people will fork over 1k each and the runner will leave the party, I've seen it happen very often.
Granted, I'm not a runner, I have only ran about 5 times ever, and have never been scammed, so maybe I'm just too noobish for the whole running scene, that's just my experience.
/notsigned, just because this could easily be abused/exploited.
EDIT: I really don't think ANet wants to support runners anyway. I'm pretty sure they would rather have people actually play the game. The riskier running is, the less people will do it, ergo, more people actually spend their time doing missions in the Maguuma Jungle.

ArenaNet has already stated that any business conducted in this way is in the hands of the players themselves. They will not 'ban' someone you report for not paying your 2,000 gold you deserve for running someone. While, it's not right to refuse to pay a runner, you need to watch who it is you're talking. Like someone said before, "Xx Ninja Naruto Xx" probably isn't going to pay you. Watch for the ones more intelligent to actually name their character something creative. Personally, I think Naruto, Sakura, Sasuke, Kakashi, every character from that kid's show should have been labeled as inappropriate words.

IMO, anyone that makes a character name that might imply that their a weeaboo deserves a perma ban.

Makes me wonder, when GW2 comes out, if I can manage to sell those stupid names for money if I manage to make them before others.

easiler solution, either allow party leader or majority vote kick players from party. Easiest solution would be allow party members to report a person for leaching (like in pvp) and if the majority reports, the person is kicked, just like pvp. Just don't give the hex if done in pve.
Personally i believe this help all of pve, even had someone go afk for a hour, get a party wipe, and be up s creek.
